Contact your legislators on the oil tax legislation

Legislators are hard at work in Juneau, hammering out the details of Governor Palin’s newest proposal to make the oil and gas tax structure in Alaska more equitable for all Alaskans in a special session that started on October 18th.  The legislation being examined is called Alaska’s Clear and Equitable Share, or ACES.  It was introduced by Governor Palin to address both the unexpected $800 million shortfall from the current Petroleum Production Tax (PPT) and the cloud of suspicion surrounding the current PPT and combines both gross and net tax systems.  Key features of ACES, as proposed by the Governor, include increasing the net tax on North Slope production to 25%, more stringent audits and better information sharing by producers to state officials.  

 

Referred to the Resources, Judiciary and Finance Committees in the Senate, a version of ACES has been passed out of both the Resources and Judiciary Committees and is currently being heard in the Senate Finance Committee.  In the House, ACES received referrals to Oil & Gas, Resources and Finance Committees and a version of ACES is currently being heard in the House Finance Committee.

This may be the last opportunity for public testimony during the special session on oil tax reform.

Stand up for our constitutional right for Alaska’s fair share from natural resource development (Alaska State Constitution, Article 8 ).  Don't let the oil industry speak for Alaskans...your Legislators need to hear from YOU during this special session on oil taxes.

Thank you for re-considering the oil tax.  As noted by the mainstream media, oil profits are at an all time high, making it prudent for Alaska to seek a fairer rate of return. Credible oil consultants acknowledge that Alaska taxes are on the low side and that an increase in taxes will not deter investment.  I ask that you please use this special session as an opportunity to:

 

  • Make the necessary tax rate adjustments to ensure that Alaskans get a fair return for our oil and gas. 
  • Tighten the allowable deductions and ensure accounting oversight.
  • Consider using oil revenues to fund future renewable energy projects for the state.

We applaud the Governor for her initiative in putting the ACES legislation on the table and thank you for the hard work that you and your fellow legislators have begun in revisiting the oil tax.
